THE ISSUE
Public Authorities and Local Authorities in particular are always focused on economic growth and employment. However, EU procurement legislation is often perceived as bureaucratic and a barrier for local SMEs to win work.
THE ACTION
CEEP UK took an active role in shaping new-draft EU Procurement Directives, lobbying hard on behalf of Public Authorities to reduce the burden on small businesses. This has taken the form of the CEEP EU Procurement Task Force, which submitted proposals to the rapporteur and MEPs.
THE RESULT
CEEP UK has put together proposals for amendments to both the draft Public Procurement and Utilities Directives. The key focus is to make sure the Directives clear, so as to avoid unnecessary litigation, and to ensure they are less bureaucratic, which helps local SMEs bid for contracts.
Reviewing the Working Time Directive
THE ISSUE
Public sector employers across Europe were experiencing problems caused by the current Working Time Directive and its interpretation by the European Court of Justice, including rising human resources costs. In late 2011, the European Social Partners were asked to enter negotiations on a review of the Directive – the first time they’d been asked to negotiate on a Directive not originally agreed by them.
THE ACTION
CEEP UK put together a negotiating team, with UK members instrumental in developing a mandate designed to address the current problems.
THE RESULT
The negotiations are ongoing, with the CEEP UK team making good progress, ensuring your voice is represented in these negotiations.
